Our AP Referral Process Explained

Young people in Year R - Year 9 can only be considered for our Alternative Provision if they have a clear presenting need related to Social, Emotional and Mental Health (SEMH). Our provision is specifically designed to support learners whose primary barriers to education are emotional regulation, behaviour, mental health, or social interaction. Without an SEMH presenting need, the support we offer would be inappropriate and ineffective, so referrals must clearly evidence SEMH as the main driver for placement.
Our Five Step Process
Referral Received
Our part-time Alternative Provision primarily supports young people in Years R-9 who are on roll with a named school. Referrals for those outside formal education, including EHE or SEMH-related placements are considered on a case-by-case basis.
We only accept referrals from our website forms found below.
Pathways to Admission
Direct School referral (DSR)
Schools can refer children to our part-time SEMH Alternative Provision for up to three sessions per week. Schools fund this provision directly.
Any school can refer — an EHCP is not required.
Funded directly by the referring school.
Sessions run Monday to Thursday.
Available at both our Three Bridges and Hogsmill sites.
Schools can choose 1 to 3 days per week.

EISS / APPP
Referrals can be made via Kingston’s Education Inclusion Support Service (EISS) through the APPP route. You will have been directed to refer this way by the service.
Schools or professionals from the Education Inclusion Support Service (EISS) or SEN Team should refer via this route.
The child must have an EHCP and already be known to the service.
Part-funded as part of the child’s placement package.
Sessions run Tuesday, Thursday, and Friday.
Delivered at our Hogsmill site.

Outside of Borough Referral
We will consider referrals from councils outside of Kingston upon Thames. However, travel to and from our sites for the young person would need to be a consideration.
Any school can refer — an EHCP is not required.
Funded directly by the referring school or home Council
Sessions run Monday to Thursday.
Available at both our Three Bridges and Hogsmill sites.
Schools & Professionals can choose 1 to 3 days per week.

Private Referral
We will consider referrals from parents of young people without a named school, for example, those who are home educated. In these cases, parents are responsible for the fees. Young People cannot have a "namded school" on this pathway and must have a main presenting need of SEMH.
Only for families with a young person NOT on roll at a named school.
